Accomplished attorney and former Illinois state agency executive brings more than 25 years of experience in corporate transactions, commercial real estate and regulatory matters

CHICAGO, Nov. 5, 2026 /PRNewswire/ — Phillips Lytle LLP announced Gloria L. Materre will join the firm as a Partner in its Chicago office and will work with Chicago Office Leader Victoria L. Grady to accelerate the firm’s Midwest growth strategy. Ms. Materre, a 25-year legal industry veteran, has served in private practice, held prominent leadership roles in state government and advised organizations and individuals through the business, legal and public policy ramifications of their most complex challenges.

A strategic hire for Phillips Lytle, Ms. Materre brings a distinctive approach to legal counsel shaped by her experience in both the private sector and public service. She was appointed by former Illinois Gov. Pat Quinn to serve as Deputy Chief of Staff before becoming Executive Director of the Illinois Housing Development Authority and the Illinois Liquor Control Commission. She led the agencies’ statewide operations, worked with government and industry stakeholders and addressed regulatory, operational and policy matters.

After building a national practice as Principal of Materre & Associates P.C., she will continue to rely on her proven entrepreneurial instincts to fuel Phillips Lytle’s expansion in Chicago and beyond. Ms. Materre will leverage her well-established network across the business, legal and government communities to strengthen the firm’s business development and growth regionally. She will collaborate with Ms. Grady to help elevate the firm’s profile in the market, support the recruitment of attorneys and practice groups and cultivate relationships with C-suite executives and referral sources.
